That was my first thought, but I think there's enough ambiguity* about it that I'd like to know what the nominator was thinking, and failing that go for something fairly generic. (I might even just go for "Time Lord Education" without the "Higher".)
*Off the top of my head: Three compares his time at the Academy with the Master to being "at school together", not university; the whole Untempered Schism bit is when they're very young, etc. But on the other hand, the Doctor and Romana, talking amongst themselves with no humans present, speak in very much British-university-like terms about double firsts and getting doctorates at the second (or was it the third?) attempt, etc., so unless that's the TARDIS translating for us it probably does go right through. And then again, sometimes we get references specifically to the Prydonian Academy, which seems to be specifically attached to one chapter, so maybe there are lots of different academies, not just a single one ... etc.
