I'm going to add Orion Black to the clarifications post but in essence I think you're right. I'll mention the Wizengamot thing there as well, but there's no guarantee all participants who might be attracted by the tag are going to see any particular discussion on the comm so that would be the sort of situation where I'd advise keeping an eye on the requests as well.
