Short answer: Yes, exactly that.

For the purposes of the exchange, worldbuilding is extrapolating (or interpolating) further fictional details from the fictional world the creator(s) present. If the way the creator(s) would have answered a particular "worldbuilding" prompt would have been to do RL research without bringing in any significant creative element, then it's not within the scope.

I would apply the same considerations to canons with considerably more fictional elements, too, on a case by case basis. (e.g. I would be unlikely to accept prompts for the Aubrey/Maturin series about the wider progress of the Napoleonic Wars, as that's a matter of historical record.)
