I can see your point but I can also imagine that the type of things people might request/offer/create for the two tags would perhaps have quite different things that they're focusing on, so I've decided to let it stand*. It's OR matching so it shouldn't be a showstopper for anyone's sign up.

*If you intended your tag to really be entirely about higher education, then I'm happy to fold it into the other one, but otherwise I think it's best left as is.
