I think there is merit in (at least) a three-way Movies Only/New EU/Legends EU distinction, as there are people who don't consume every last scrap of additional canon, and some of the ideas are not universally liked even among those who do. (Though this is also true of some things that are in the movies.)
But in the end, it will be down to nominators what ends up in the tag set. If you want to be able to request/offer movies+EU, then nominate accordingly. My main request is that the scope of each fandom tag is clear. (Overlapping fandoms are fine for this exchange, so you nominating Movies+EU won't stop someone else coming along later and nominating Movies Only.)
Any "lopsidedness" you might detect in last year's tag set reflects what last year's nominators wanted, not my preferences as mod.
